The Affordable Care Law is still in force for year 2020. Next year, the subsidies are more generous and will allow even more families to qualify for low cost health insurance in California.
The table above will help anyone figure out the eligibility for either CoveredCA subsidized private plans or Medi-Cal (Medicaid).
For example a family of 4 with income less than $154,500 will qualify for lower cost health insurance.
Also, it is worth to mention that while the subsidies available in California are quite generous, the penalty has been reinstated in the state starting with year 2020.

How to read the table?

To make it easy, look at your household size and income to determine what program you can qualify for. For example, if your household size is 1 person (just you) and your income is bellow $17,237/year then you qualify for Medi-Cal (this is how Medicaid in called in California). If your income is above $17,237/year but less than $74,940/year then you qualify for the APTC (advance premium tax credits ) or subsidy that will help you pay less for health insurance.
Covered California uses FPL (federal poverty level) limits from the prior year to determine eligibility for its programs as required by regulation.
Here are the columns associated with Covered California eligibility ranges:
Premium Assistance 138% - 600% FPL
Enhanced Silver Plans 138% - 250% FPL
• Silver 94 138% - 150% FPL
• Silver 87 over 150% - 200% FPL
• Silver 73 over 200% - 250% FPL
2020 FPL values as published by the Department of Health and Human Services.
Medi-Cal uses FPL limits of the current year to determine eligibility for its programs. The column headings shaded in purple are associated with eligibility ranges for Medi-Cal programs:
• Medi-Cal for Adults up to 138% FPL
• Medi-Cal for Children up to 266% FPL
• MCAP: over 213% - 322% FPL
• CCHIP: over 266% - 322% FPL
So, what is the income limit for 1 person to qualify for Medi-Cal?
If you look at the table, you can see that the income limit for 1 person to qualify for Medi-Cal in California shall be less than $17,237/year
